Description:

Performs network design implementation, maintenance, and sustainment of existing networks; Implements and sustains Wide area networks (WANs), Campus Area Networks (CANs), Data Center Networks/Interfaces (DCN/DCI), Network Security (NETSEC) and Tactical/Deployable Networking Systems. Analyzes design, specifications, and related documents. Implements communication system requirements to support the distributed functionality of a networked enterprise environment. Analyzes network characteristics (e.g. traffic connect time, transmission speeds, packet sizes and throughput), troubleshoots problems and recommends modification of network configurations.

 

The Level 3 Connectivity Engineer - Line 2 Function 2 shall possess the following capabilities:

(U) Implement specific network solutions to support server requirements to include load-balancing, VPN’s, firewall contexts, and network address translation (NAT) where appropriate.

(U) Minimize network latency and maximize data throughput.

(U) Validate new and existing dataflow and data formats.

(U) Resolve complex network problems and operate network analyzers, WAN test equipment, and network simulators.

(U) Perform site surveys, system installations, configuration management, maintenance, modernization, and sustainment of a global Enterprise Network.

(U) Perform Connectivity Engineering Services to pre and post deployment tests.

(U) Employ Government standards to configure the interconnects between data centers, networks, and security boundaries.

(U) Draft technical requirements, configuration management, and planning documentation.

(U) Perform QC, QA, and CM services.

(U) Design, integrate, configure, deploy, test, and maintain numerous types of network devices, interfaces and technologies to include VPN, VRF, VSS, BGP and OSPF routing, and VLAN.

(U) Optimize end-to-end system performance (capacity, margins, data quality etc.) and dataflow management.

(U) Configure and optimize the network to connect various front-end and back-end components

(U) Coordinate with the system engineering and dataflow efforts to ensure proper mission operations to minimize down time.

(U) Facilitate the implementation of high-speed, scalable, fault-tolerant network topologies as applicable to WAN and LAN design.

(U) Lead large efforts of dynamic requirements and scale.

(U) Work with System engineers, customers, and cross organizational teams to refine requirements.

(U) Coordinate with appropriate dataflow organizations and end-customer recipients to mitigate potential adverse impacts on system-wide dataflow.

Qualifications:

(U) Seven (7) years’ experience in programs and contracts of similar scope, type, and complexity is required. Bachelor’s degree in engineering from an accredited college or university is required. Four (4) years of additional network engineering experience may be substituted for a bachelor’s degree. Certifications: An IAT level II baseline certification as defined by DoD 8570.01-M is required. Security + CE, GSEC, or SSCP. A CCNP certification or higher; a CCNA and 2 additional year’s network experience may be substituted. ITIL ® V3 Foundations

 

Domain Area(s) Specialized Requirements:

(U) Unless otherwise specified in the description field Five (5) years of demonstrated experience is required for the domain items described below:

Computer Network Operation:

Seven (7) years’ experience in Networking (WAN/CAN/DCN/NETSEC).

Three (3) years’ experience in operations and maintenance of Agency Network or another IC Community secure WAN.

Three (3) years’ experience in operations and maintenance of routed LAN/CAN, routed WAN and switched LAN networks.

One (1) year experience operating and maintaining service provider MPLS WANs.

One (1) year experience troubleshooting Agency Network issues.

One (1) year experience operating and maintaining Agency external (1P, 2P etc.) boundaries (peering points).

Service Industry:

Communications Systems: Industry Best Practices, System Network Attack Center (SNAC) guide, DOD-Security Technical Implementation Guide (STIG).

SIGINT: Dataflow Analysis: • SIGINT Front End Processor Interfaces to Product Repositories. Understanding of one or more SIGINT collection system and the Dataflows (types of transfer protocols being utilized, backend repositories, analyst access points, etc). • Administrative Network Services (i.e. Telephony, Office automation, etc) understanding the Dataflow and packet interaction with client and servers.
